BPC Ltd has held exploratory discussions with DCC Planning relevant to a Change of Use Application, which DCC would be minded to recommend subject to a to be agreed Change of Use Application being discussed in detail and then submitted formally.
Change of Use Summary
The restaurant (with 132 covers) would utilise both floors in the existing building and provide additional seating externally on a newly constructed deck.
This would be substantially covered with a bespoke, permanent canopy. The contemporary design of the canopies will seek to blend seamlessly with the adjacent listed building that is the Reading Rooms.

Some car parking could be offered on site, however, with the adjacent surface and multi-storey car parks there would not appear to be a need to provide more. BPC also proposes to provide a space at the main entrance of the restaurant for an 'accessible' requirement, which we believe will not impact on the traffic safety on Blackscroft. All service deliveries would take place at off-peak times from Foundry Lane.
We also propose to invigorate the principal elevation with extensive glazing to complement the external play area and to add to the visuality of Blackscroft from here down to the Dundee Leisure Centre.
East City Centre Regeneration
The long overdue Regeneration of the East of the City Centre is about to be reignited due to it falling way behind schedule due to the 2008 recession. The Gallagher retail park is adjacent, The new £30 Million Dundee Olympia Leisure Centre and Swimming pool is located approximately 100 yards and is anchoring the regenerational transformation underway.
Now two major Housing Developments for up to 200 houses on the former Marquee site- 25 yards away and the Wallace Craigie Works- 200 yards away are waiting start dates. Also at least one new hotel with Bar /Restaurants is scheduled for completion late 2016.
